24-03414 Systems Engineer

The Department of Revenue’s Division of Information Management has an opening for a Systems Engineer. We are seeking an individual who has proven experience to work with project managers, business analysts, and other developers to help deliver software applications, enhancements, upgrades, and business processes.

This position will research, design, document, develop, test, deploy, and provide technical support for new and existing applications. This position will identify and manage risks and issues associated with the development and support of applications. Prior experience with developing applications for tax, financial, or accounting systems is a plus.

Responsibilities include but are not limited to:

  • Support and enhance existing systems used by the Department of Revenue.
  • Use java and/or .NET related technologies to research, design, document, develop, test, and deploy web based applications.
  • Understand functional specifications and translate into working code, performing system analysis, coding, testing, and implementation of web applications, services, and data interfaces.
  • Collaborate with Business Analysts to implement enhancements or create new applications.
  • Prepare technical documentation.
  • Estimate development tasks and effort involved in completing system requirements.
  • Deliver quality software releases on schedule.
  • Develop and deploy applications in a large scale distributed and shared environment.
  • Work in a team environment.
  • Work on multiple tasks and initiatives concurrently while being accountable to schedules and estimates.
  • Participate in design and code reviews to evaluate and ensure that deliverables adhere to policies, principles, and standards.
  • Adhere to industry standards and software best practices.
  • Review COTS product choices to ensure enterprise technical standards are met.

Additional / Supplemental information:

  • Required to successfully complete a background investigation including an FBI criminal history record check (fingerprint check).
  • Required to comply with all tax laws.
  • Mostly at a desk using a computer and telephone.
  • Some travel for training and education.

Skills and Expectations include, but are not limited to: 

  • 4 years of professional experience in computer programming, systems analysis, systems support, or computer operating systems.
  • Strong knowledge of java or .NET, and understanding of different design patterns like MVC, SOA, and n- tiered architecture.
  • Strong experience in relational databases like SQL Server, Oracle, or DB2.
  • Good web coding skills using Bootstrap, Angular or React JS, CSS, HTML.
  • Experience with web servers like IIS, WebSphere, or Tomcat.
  • Experience with full development lifecycle phases and Agile processes.

Minimum Requirements

EDUCATION: Graduate of a college or university with a bachelor's degree.

 

EXPERIENCE, TRAINING, OR SKILLS: Four years of professional experience in computer programming, systems analysis, systems support, or computer operating systems.

 

Substitute EDUCATION for EXPERIENCE: Related technical or vocational training will substitute for the bachelor's degree requirement on a year-for-year basis. A master's degree in computer science will substitute for one year of the required experience.

 

Substitute EXPERIENCE for EDUCATION: Experience in computer programming, systems analysis, and/or computer operations will substitute for the bachelor's degree requirement on a year-for-year basis. Experience in business or public administration, statistics, research, or a related field will substitute for the bachelor's degree requirement on a year-for-year basis.

Incumbents working in this job title typically perform duties in an office setting.

Probationary Period

This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
