Position Overview

Under administrative direction, provides legal advice and legal services to the Divisions of Rehabilitation Services (DRS) and Developmental Disabilities (DDD); serves as a liaison with the Illinois Attorney General Office and the Divisions to establish, maintain and terminate Adult Guardianships.; provides legal advice regarding disability law to the Department’s Schools for the Visually Impaired (ISVI) and for the Deaf (ISD) and Business Enterprise Program for the Blind (BEPB).

Job Responsibilities

  1. Serves as legal counsel to the Divisions of Rehabilitation Services (DRS) and Developmental Disabilities (DDD).
  2. Advises staff at State-operated centers/facilities on guardianship procedures.
  3. Provides legal advice and counsel to the DRS Schools for the Visually Impaired (ISVI) and for the Deaf (ISD) and Business Enterprise for the Blind Program (BEBP).
  4. Assists the Department in litigation matters; provides legal expertise for the Divisions; by researching legal issues, reviewing, and interpreting laws, implementing new laws, and reviewing policy to assure consistency with laws.
  5. Analyzes, drafts, and reviews proposed legislation and rules affecting the Divisions.
  6. Serves as legal liaison for the Divisions to other state agencies and offices, and to law enforcement agencies on legal issues.
  7. Performs other duties as assigned or required which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  1. Requires knowledge, skill, and mental development equivalent to completion of four (4) years college, preferably with courses in business law or legal studies.
  2. Requires three (3) years administrative experience in the practice of law.
  3. Requires the possession of a license to practice law in Illinois.

Preferred Qualifications

  1. Five (5) years of professional experience as a licensed attorney practicing law in a government setting.
  2. Three (3) years of professional experience working with disability law, specifically as it affects the receiving of State-funded services for physical and developmental disabilities.
  3. Three (3) years of professional experience working with State and federal school law.
  4. Three (3) years of professional experience working with State and federal law regarding the provision of vocational services and blind vendor programs.
  5. Three (3) years of professional experience obtaining, maintaining, and terminating guardianships for persons in the care and custody of a state agency.
  6. Three (3) years of professional experience in reviewing proposed changes to statutes and administrative rules.
