General Description: Advanced planning work that includes routine and complex technical and professional assignments related to the Parks, Recreation, and Natural Resources Department. Develops short and long-range plans for the expansion and improvement of park lands, facilities, trails and related programs.
Essential Job Descriptions: Collects, compiles and analyzes data to assess current and forecast future recreational needs and open space requirements of communities throughout the County. Implements the Comprehensive Plan and the Development code and recommends amendments to both. Produces conceptual plans, maps, layouts, graphics, and written materials related to park planning projects. Documents and evaluates gaps between current Parks lands, facilities and programs and current and projected needs, and develops plans to close those gaps through the expansion and the creation of new or expanded parks resources and programs. Assists in the implementation of the County's Greenway, Trails, Blueways (GTB) Plan and various bicycle/pedestrian and trail projects. Identifies availability and coordinates the preparation of grant funding applications for eligible trail projects. Coordinates regional trail programs with regional planning partners and with various groups/organizations promoting pedestrian and bicycle safety education and awareness. Develops work scopes and provides overall project management for multi-use trail feasibility/route studies utilizing consultant services. Performs related duties as required.
Knowledge, Skills and Abilities:
- Knowledge, understanding and application of park design standards and principles.
- Knowledge of park requirements under zoning review.
- Knowledge of the typical parks level of service standards.
- Demonstrated ability to direct and participate in complex planning studies, analysis of information and formulation of substantive recommendations based upon such studies.
- Knowledge and application of methods/techniques for community outreach and engagement.
- Knowledge of computer applications to manage and analyze data and produce graphical/visual depictions of park facilities, trails, and base knowledge of GIS applications preferred.
- Knowledge of the Americans with Disabilities Act (ADA) and Florida Accessibility Code requirements in the design of parks and trail facilities preferred.
- Ability to interpret and administer, within delegated authority, applicable legislation, rules and regulations.
- Working knowledge of the principles and practices of public contract administration.
- Ability to present ideas and findings clearly and concisely orally and in writing.
- Knowledge of Florida's planning laws and land development regulations.
Minimum Requirements:
PHYSICAL SKILLS: Ability to communicate effectively using verbal, written and visual communication.
EDUCATION, TRAINING AND EXPERIENCE: Graduation from an accredited college or university with a Master's Degree in a related discipline OR Bachelor's Degree with a minimum of two (2) years' experience in parks administration, recreation, planning, landscape architecture, or related field. Experience in program development, project/consultant management and team leaderships. Experience in development and presenting plans and programs in front of elected boards, agencies and other groups including general public.
LICENSES, CERTIFICATIONS OR REGISTRATIONS: Must possess a valid Florida driver's license.
