Clean fuel lifecycle emissions specialist (NMED #10117803)

The New Mexico Environment Department is hiring a fuel lifecycle emissions specialist to work on the New Mexico Clean Transportation Fuel Program. 

 

This position is within the Permitting Section of the Climate Change Bureau in the Environmental Protection Division of NMED.

Salary

$29.58 - $47.33 Hourly

$61,531 - $98,449 Annually

This position is in Pay Band 75


As a valued new employee to the NMED, you will receive five (5) full days of leave when you start your position. 

 

Why does the job exist?

The purpose of this position is to focus on reducing the state's greenhouse gas emissions by at least 45% by 2030 from 2005 levels and achieving net zero emissions by 2050. The Clean Fuel Lifecycle Emissions Specialist leads in understanding, calculating, determining, and tracking the "well-to-wheel" emissions, or carbon intensities, for all the transportation fuels consumed in New Mexico. This position is key to the success of the new Clean Transportation Fuel Program, a market-based mechanism to reduce the carbon footprint of transportation in New Mexico. 

 

How does it get done?

- Standing up in-house fuel carbon footprint expertise for Clean Transportation Fuel Program rule development and implementation -Working closely with consultant experts
- Research and accurately determine the lifecycle-based greenhouse gas emissions of entities regulated by the Clean Transportation Fuel Program
- Convey emissions findings to the regulated community, the program regulators, other interested parties, agency leaders, other governments, and the public
- Identify best practices for determining program life cycle emissions, develop rule guidance documents
- Draft updates to the relevant parts of the program's rule 

 

Ideal Candidate

The ideal candidate will have experience in the following:
- Transportation greenhouse gas emissions calculations, life cycle emission analysis, wheel-to-well-carbon intensity analysis, and/or emissions models
- Developing and implementing regulations and programs
- Initiating and developing regulatory or emission reduction programs
- Giving presentations to the regulated community, the public, and/or stakeholders
- Communicating effectively and professionally (both verbally and in writing)
- Performing work that requires high-level conceptual analysis and understanding as well as paying attention to details
- Testifying before boards, commissions, legislative committees, etc.
- Strong problem solving through analysis and evaluation of the facts 

 

Minimum Qualification

Bachelor's degree in Physical, Natural, or Environmental Science, Soil Science, or Engineering and five (5) years of work experience in public/environmental health, environmental science, Air Quality Management, Biology, Engineering, Chemistry, Geology, Hazardous Waste Management, Wildlife Management, and/or Water Resources. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling nine (9) years may substitute for the required education and experience.
